Dale Penn II
Dale Penn II, senior public affairs associate, has been deeply involved in government relations and regulatory affairs in Oregon for 10 years. During his work for the 2005 Senate Judiciary Committee, Dale began developing close relationships with key legislators and agency staff across party lines and issue fields.
As a lobbyist, Dale has extensive experience representing the interests of Oregon’s nationally respected long-term care delivery system at the Capitol. In the 2011 and 2013 legislative sessions, Dale helped shape complicated healthcare discussions through coalition building, grassroots mobilization and effective issue advocacy.
Dale worked for more than six years in the private sector as an associate director of policy development and as compliance officer for large, multi-state health care companies. His responsibilities involved policy development, regulatory affairs and corporate compliance and relied on developing effective government relations in more than 30 states across the nation.
Dale is a believer in active and diverse communication strategies with clients, legislators and community partner organizations to promote compelling and successful issue advocacy.
A native Oregonian who grew up in Salem, Dale has strong ties to the community through leadership positions on several local boards and committees. As a weekend rider, he enjoys taking rides on his Harley Davidson in the fields surrounding Keizer. A lifelong Oregon fisherman, Dale lives for the opportunities to chase prize steelhead on the Rogue River. He continues to develop his skill in amateur photography and lives in Keizer with his wife, Samantha, and their two dogs, Nova and Molly.
